He was born on November 6, 1953 in Scottsburg, Indiana, the son of the late John M. Robbins Sr. and Goldie Pearl (Comer) Robbins. Kelley graduated from Scottsburg High School in 1971 and then earned his Bachelors Degree in Horticulture from Purdue University. He was the owner and operator of Robbins' Landscaping and Nursery in Scottsburg, Indiana for 42 years and a member of the Church of the American Martyrs in Scottsburg, Indiana. Kelley served as a Scott County Councilman for 27 years and is currently a Scott County Commissioner, which he has been for the last 3 years. He was a member and past President of the Scott County Economic Development Board, a member of the Southern Indiana Solid Waste District and the Knights of Columbus Council 8052. SURVIVORS OMITTED.
