Frank: In the August 2, 1870 US Census, the actual enumeration at a particular residence took place by June1, 1870 (or in my opinion before June 1, 1870). In column 5 where it reads "if under a year, give months in fractions," I believe that means within the last 12 months, rather within the year of 1870. In Sarah J. Frank's column 13, it looks like the abbreviation for January is written, but I can't match the writing of that notation with any other notation in the 1870 census. I believe there are two considerations concerning Sarah J. Frank's birth: Sarah J. Frank was born either on Nov. 15, 1869, as recorded in the Kittochtinny Library in Chambersburg ( http://www.werelate.org/wiki/MySource:Suepcard/UNPUBLISHED_KELL_FAMILY_GENEALOGY ) or in January,1870, as may be stated in the 1970 US Census.
